The local master plan is a plan required by planning and construction laws that aims to regulate land development within the borders, and ensure the necessary conditions for the various uses through planning and preservation of nature, vistas and heritage.
The standard mechanism for preparing a master plan is the editor committee, whose members include all parties involved in planning, and the steering committee, which has representatives of all parties of interest regarding the site and assets. The public retains the option of expressing its opinion during planning via the tools designed to create public involvement.
Planning stages include:
• Study of the status quo, planning background and identification of unique issues to be incorporated into the plan
• Formulation of a qualitative and quantitative program
• Identification of planning alternatives and their evaluation based on the program
• Development of the selected alternative for the entire plan submitted to the planning institutions for deposit and approval.
During every stage, the editor committee prepares a work progress report and its findings. This material is presented to the public via the tools suited to receive feedback and the report of submitted to the steering committee that guides the editor committee throughout the work.
