Dogs

Dogs are a happy part of our lives in Caesarea.

A family that chooses to raise a dog is responsible for that dog's immunization, tags, license and behavior in public.

We would like to inform you of the Rabies Ordinance Law: Annual immunization and license for a dog are the responsibility of every dog owner. Every dog must be immunized once they reach 3 months of age.

Dog are tagged by a microchip in order to facilitate dog identification. The chip, smaller than a grain of rice, is implanted underneath the dog's skin. The chip has a number that can be read and is entered into the national database.
The chip is implanted during the immunization visit and is a one-time event. Chip implantation must be scheduled with the Hof Hakarmel Regional Council Veterinarian, Dr. Michael Shragenheim at Tel.: 8136210. The Council Veterinarian is available every first Sunday of the month from 17:00 at the Youth Center in Neighborhood 8.
When you go out with your dog into the public, you must leash the dog and place a muzzle on its mouth.

New, Strict Regulations for Dog Owners

In August, the Knesset passed regulations for administrative fines pertaining to dog ownership. The new regulations create uniformity between the local authorities pertaining to enforcement of dog possession laws.
According to the new regulations, the following administrative fines will be imposed on dog owners:

The Violation

Fine

Failure to report delivery of a dog, death of a dog or moving of residence

250 NIS

Possession of a dog without a license

500 NIS

Possession of a dangerous breed of dog without a license

5000 NIS

Possession of a dangerous breed of dog without a fence or a locked gate.

5000 NIS

Possession of a dog without valid immunization

1500 NIS

Fine for every additional day the dog remains not immunized

150 NIS

A dog that leave the yard without a leash

500 NIS

A dangerous breed of dog that leaves the yard not leashed

1500 NIS

Failure to turn over a dog that has bitten within 24 hours

2000 NIS

For every additional day that the dog has not been turned over

200 NIS

According to these regulations, a dog owner who doesn't make sure that his dog is immunized and does not have a license is expected to be fined NIS 2000.
A dog owner who didn't prevent his dog from leaving the yard can expect to pay NIS 500 in fines and if the dog is caught, additional fees will be added for dog transportation and lodging in the kennel.

A repeat offense will incur a double fine.

The regulations are instituted to correct a situation in which an indictment had to be filed for every separate offense with the court and those convicted faced a fine that was based on the judge's discretion as well as a criminal record.
